PERMITS
To obtain an Occupancy Permit and other permits such as Building Permits, Fence Permits, Pool Permits etc., an application must be filled out and you must pay for the inspection at the Pitcairn Borough office, located at 609 Broadway Blvd., Pitcairn, PA 15140. Office Hours: M – F 8:00 am to 4:00 pm. Note: Closed daily 1:00 pm to 2:00 pm for Lunch. Applications can be found on the Pitcairn Borough Website under Online Forms or picked up at the Pitcairn Borough Office. The office will then fax your information to the Borough Inspector. You will then be contacted to schedule an appointment or you will be informed of any necessary procedures for acquiring the permits you seek.
COMMERCIAL OCCUPANCY PERMITS are done by Building Code Official. The cost of a Commercial Inspection is $175.
RESIDENTIAL OCCUPANCY PERMITS are done by the Borough of Pitcairn. The cost of a Residential Inspection is $75.

TENANT REGISTRATION PROGRAM
Per Ordinance #988, Pitcairn Borough requires all landlords register their tenants. The Borough is required to provide the Police and Fire Departments with a list of rental properties and their occupants in case of an emergency. We already know the occupants of units that are privately owned but rental units are always changing.Many landlords take seriously their duty to keep tenants safe and have a keen interest in the health and safety of our community. Unfortunately, some landlords, especially those who live long distance from the Borough, are concerned only with profit maximization. Pitcairn Council has recently reenacted a rental registration and licensing program, which allows the authority of the Department of Code Enforcement to crack down on noncompliant rental properties owners.Over seven years ago, Pitcairn authorized the establishment of a basic tenant registration program, which increases our capacity to ensure that all residents, including those who do not own real estate, satisfy their local earned income tax levy. Today, as then landlords are required to annually submit a list of tenants; owners must also inform the Borough each time that a change in occupancy occurs. The yearly registration fee is $50 per unit.Our rental property ordinance requires all landlords to obtain an operating license and directs the Department of Code Enforcement to conduct an inspection of each rental as tenants change. The license may be revoked for unpaid real estate taxes, delinquent electric fees, or failure to abate major code violations. Renting without a license is a summary offense punishable by a fine up to $1,000.Please note that any property owner who does not reside within 15 miles of the Borough must designate a person age 21 or older who lives in the aforementioned area as a responsible agent. This individual shall be charged with receiving all notices of violation and shall have responsibility to remedy any code infraction.To apply for a rental license or to register a new tenant, please complete the Tenant Registration Form below.
